Who we are
The Heinrich Böll Foundation has been active in Russia since 1990. Memorial Society was our first and remains our most important partner. Up until the end of the 1990s, our efforts were limited almost exclusively to supporting NGOs in their project activities. In many cases those activities represented the first of their, usually quite enthusiastic but then still unsteady, steps.

The Heinrich Böll Foundation opened its Russian office in Moscow  in October of 1999. Currently, in addition to supporting the projects of other NGOs, we organize our own events and projects and publish our own materials. But whether in our own activities or in supporting other programs, we always seek to collaborate with Russian NGOs.

The focus of our work has changed very little over the years. Our aim is to support the democratic development of Russian political culture, gender democracy, environmentally conscious and sustainable behaviour, and an international policy that emphasizes peaceful conflict solutions. In addition to collaboration with our Russian partners, relations between Russia and Germany, and the European Union, and with our common neighbours, such as Ukraine, Belarus and the countries of South Caucasus, remain central to work in that regard.

About Heinrich Boell

1917-1985 Heinrich Böll is one of the most important and best-known writers of the Federal Republic of Germany. "Bound by the times and my contemporaries, to what my generation has lived through, experienced, seen, and heard," as he himself wrote, he was the critical chronicler of Germany’s history at mid-century. Jour-Fixe: One year into the Arab Spring: Results, Developments and Outlooks

Mouin Rabbani is an independent Middle East researcher and analyst currently based in Amman, Jordan. He is a Senior Fellow with the Institute for Palestine Studies, Contributing Editor to Middle East Report, and Co-Editor of Jadaliyya.

Irina Zvyagelskaya holds a PhD in History and is Professor, Senior Researcher at the Institute of Oriental Studies and the Russian Academy of Sciences. She has been lecturing at the Moscow Institute of International Relations under the Foreign Ministry of the Russian Federation and at The Institute of African and Asian Studies (Moscow State University). Her fields of interest are conflicts, international relations and security issues (mainly in the Middle East and Central Asia). She is author of six books and over 200 articles and chapters.
