For many years, a major thrust of Russian environmental policy has been the dismantling environmental safeguards. The exploitation of natural resources, above all of gas and oil, but also of metals and uranium, has taken clear priority over the preservation of environment. The rights of Russians to take part in environmental decision making processes have been restricted ever further in recent years. Until recently, climate policy has been seen as a rather exotic issue, and it is one that many still do not take seriously, despite the fact that climactic changes can been very clearly felt in cold Russia. Russia’s government sees the expansion of nuclear energy on a massive scale as its primary contribution to the fight against climate change. Very little progress has been made towards the development of renewable energy sources or encouragement of energy conservation.

Climate and energy policies are key issues for the Heinrich Böll Foundation not only in Russia, but all over the world.

News from the UN-Climate Conference in Copenhagen

The second and decisive week of the UN-Climate Conference in Copenhagen has kicked off.
A small group of Russian ecological organizations continues to publish the daily newsletter “Below 2 Degrees”, supported by the Heinrich-Böll-Foundation. The newsletter reports (in Russian and English) about the negotiations and positions of the Russian delegation but also those of other CIS-states such as Ukraine or Kazakhstan.

Jour-Fixe: One year into the Arab Spring: Results, Developments and Outlooks

Mouin Rabbani is an independent Middle East researcher and analyst currently based in Amman, Jordan. He is a Senior Fellow with the Institute for Palestine Studies, Contributing Editor to Middle East Report, and Co-Editor of Jadaliyya.

Irina Zvyagelskaya holds a PhD in History and is Professor, Senior Researcher at the Institute of Oriental Studies and the Russian Academy of Sciences. She has been lecturing at the Moscow Institute of International Relations under the Foreign Ministry of the Russian Federation and at The Institute of African and Asian Studies (Moscow State University). Her fields of interest are conflicts, international relations and security issues (mainly in the Middle East and Central Asia). She is author of six books and over 200 articles and chapters.
